The New Standard for Proficiency in NYS
Scores released on July 28 for this year’s 3-8 English and math exams showed a sharp decline in proficiency from recent years — not because student performance decreased but because the state significantly adjusted the “cut scores” used to classify performance levels. The announcement that the cut scores would be raised came months after the exams were completed this past spring.


This major adjustment was based on research that suggests the need to more accurately indicate “proficiency” on the exams as a better forecast of success in high school and college.


Under the state’s testing system, the cut scores are used to classify students into one of four performance levels. Students at Level 1 are below standard; those at Level 2 meet the basic standard; those at Level 3 meet the proficiency standard; and those at Level 4 exceed the proficiency standard. The higher cut score for Level 3 means that students must achieve at higher levels than ever before in order to be considered proficient.


How does this affect Hudson?
The bar has been set higher, but it’s important that teachers, parents and students understand that student performance is not declining. District leaders have been reviewing and analyzing the test results to draw a comparison between Hudson’s levels of proficiency had the cut scores not changed to what the levels are using the new 2010 measures.


The district has a number of Academic Intervention Services (AIS) in place for students in need of academic support. As they always do, our teachers and staff members will work hard to support our children and their families. We will identify and develop the best course of action to support the academic needs of every student.
